Why is this quote important? well for two reasons.
One, this is by far the best possible charitable contribution with 6 of your 8 dollars going towards the charities.

However, there is more to it than just that. If you already own the tank in the package, WG will grant you the gold value of the tank instead.
For example:
Proxus buys T14 Package.
Proxus gets T14 + Tank slot, 1000g

Proxus buys T14 Package again.
Proxus gets 1500g(T14 already owned) + tank slot, 1000g.

Why does this matter to you?
For a standard premium player, 14.99 is expended in any given month for 3000g.
30 Days of premium is cashed in at 2500 gold, leaving 500g leftover to spend on whatever (or save for a free month down the road).

Now With this special, you can buy yourself 2 packages for just a dollar more and get a T14, a spare tank slot* on top of the one for the 14, and 3500g.

I did the math with a friend for those who are looking to invest.

At the highest gold package possible, it costs $100 for 25000g

If you buy 13 T14 packages for $104 you receive a T14, 12 spare tank slots, and 43000 gold.

Keep in mind that the other packages (non T14) do not have any charitable contribution at all.

TLDR;
15 bucks gets you 3000g
16 bucks gets you a Premium Tier 5 Heavy tank, a spare tank slot*, and 3500g...

*: Each spare slot is valued at 300g, so the total value for 2 packages is actually 3800g. 13 packages is 46600

Will Wargaming actually allow you to gift an account over and over with the same tank strictly for gold? I know they have the policy to give you gold equivalent if you already own the tank, but do they specify a limit on the amount of times you can do it?

There is no limit on the number of times you can do this.

It does seem however, there is a limit that their payment processor will allow a single payment source to buy things in a single day before a 2 day lockout. (which appears to be 6)

I hit a limit last night with PayPal after five transactions. PayPal actually emailed me saying it was flagged for potentially fraudulent activity because they noticed the same payment being made over and over. I had to contact their customer service and authorize it.
